Working together for Alaskans: Housing Resources for Partner Organizations

Alaska Housing collaborates with organizations across the state to offer access to safe, quality, affordable housing for Alaskans with distinct needs.

Special Purpose Vouchers

Special Purpose Vouchers are collaborations between AHFC and partner agencies that serve Alaskans with various housing needs. These programs are not available directly through AHFC, so families must receive a referral from a partner agency and apply directly with that organization.

Emergency Housing Voucher Program (EHV)

In partnership with the Anchorage Coalition to End Homelessness (ACEH) and Alaska Coalition on Housing and Homelessness (AKCH2), these vouchers are targeted to homeless individuals and families and persons/families fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking. Eligible persons must be referred through a local coordinated entry team.

Empowering Choice Housing program (ECHP)

This three-year housing assistance program is designed to meet the housing needs of individuals or families displaced by domestic violence, sexual assault, dating violence and stalking. In partnership with select domestic violence agencies, families are eligible to receive rental assistance through AHFC, either through a housing voucher program or preferential placement on public housing waiting lists. Foster Youth to Independence Initiative (FYI) Voucher Program

In partnership with the Office of Children’s Services, FYI offers a three-year housing assistance program to prevent or end homelessness among young adults under the age of 25 who are, or have recently left, the foster care system without housing. Contact the Office of Children’s Services, Independent Living Program, 907-352-8902.

Mainstream Voucher program 

In partnership with the Department of Health, this program offers rental assistance designed to help non-elderly individuals or families transition into housing from homelessness or institutional settings. The program is restricted to those individuals or families who are eligible for community-based, long-term services as provided through Medicaid waivers, Medicaid state plan options or state-funded services and meet either the U.S. Department of Housing and Urban Developments definition of a disabled family or are an Alaska Mental Health Trust Authority beneficiary. Making a Home program

In partnership with the Office of Children’s Services, this three-year housing assistance program is designed to prevent or end homelessness among young adults under the age of 25 who are, or have recently left, the foster care system without housing. Moving Home program 

In partnership with the Department of Health, this rental assistance program is designed to help individuals or families transition into housing from homelessness or institutional settings. New Start Voucher

Referral-based, this rental assistance program is designed to meet the housing needs of families approaching the end of assistance on the Stabilization and Recovery Program. The waiting list for the New Start Voucher program will open at 8:00 a.m. on January 21, 2025 and close at 5:00 p.m. on February 28, 2025. Contact your housing navigator on the Stabilization and Recovery Program to apply. 

Returning Home program 

This is a referral-based, time-limited, housing program offered in partnership with the Department of Corrections. Housing for Alaskans on parole or probation is available in every community that offers the Housing Choice Voucher program. Contact your Probation or Parole Officer.

Stability Voucher

In partnership with the Alaska Coalition on Housing and Homelessness, the Stability Voucher offers rental assistance to families experiencing or at risk of homelessness, those fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, human trafficking, and veterans and families that include a veteran family member that meets one of the proceeding criteria.

Veterans Affairs Supportive Housing (VASH) program 

This is a referral-based, rental assistance program designed to meet the housing needs of homeless veterans and their families. Families or individuals must contact the Alaska VA Healthcare System for eligibility and referral. Section 8 Moderate Rehabilitation

Section 8 Moderate Rehab 

This federally funded program helps low-income individuals and families rent rehabilitated multifamily buildings. The assistance is tied to a specific unit to help pay for rent and the family is unable to move the assistance to another location.

Adelaide (Anchorage)
