Downtown Fairbanks Redevelopment - Special Purpose GOAL Round

The Alaska Housing Finance Corporation (AHFC) currently owns a parking garage in downtown Fairbanks. Through this NOFA, AHFC intends to make this property and development resources available to applicants who facilitate new mixed-income housing opportunities for families in Fairbanks.

Applying for GOAL funding is a sequential 2-step process. Applicants must (1) register their intent to apply to receive access to the online application system, (2) submit an application using the online application system.

Step (1): Submit an Intent to Apply by 5:00 p.m. (Alaska time) on March 13, 2026.

Step (2): Applications are due through the online application system by 5:00 p.m. (Alaska time) on May 15, 2026.

Notice Of SFY 2026 Operating Expense Assistance Funding Availability

Alaska Housing Finance Corporation (AHFC) announces the SFY 2026 Notice of Funding Availability (NOFA) for the Operating Expense Assistance (OEA) program. OEA is for organizations who meet or, wish to meet, the U.S. Department of Housing and Urban Development (HUD), HOME Investment Partnerships Program (HOME) criteria as Community Housing Development Organizations (CHDOs).

The OEA application is a two-step process. Applicants must (1) register for the online application system by submitting the requested information, and (2) submit an application using the online application system. Applicants will NOT be eligible to apply for OEA funding unless they have registered by the deadline.

Step (1): Applicants may register with AHFC by submitting the information requested under section I, C. of the NOFA. Registrations are due on April 17, 2026 at 4:30 p.m. Alaska time. The registration information is to be emailed to Regan Mattingly at rmattingly@ahfc.us.

Step (2): Applications must be submitted through secure Mimecast email by May 22, 2026 at 4:30 p.m. Alaska time.

The OEA program assists CHDOs certified by AHFC. To receive OEA funds, a CHDO must demonstrate that it has or intends to develop, sponsor, or own HOME assisted housing outside of the Municipality of Anchorage.

The CHDO certification process is open enrollment. Applications may be emailed to the program manager at any time. However, OEA funding is available only through this this funding round. OEA applicants must be CHDO certified or have submitted a complete CHDO application by the OEA application deadline.

Notice of Funding Availability – Alaska Recovery Housing Program

Alaska Housing Finance Corporation (AHFC) was allocated U.S. Department of Housing and Urban Development (HUD) Recovery Housing Program (RHP) funds to support Alaskans recovering from substance use disorders. These funds will be used to provide individuals in recovery from a substance use disorder stable, temporary housing. Up to four (4) awards will be made to proposals that support vulnerable Alaskans recovering from substance use disorders by providing stable, transitional housing for individuals in recovery.

Alaska Recovery Housing Program

Alaska Recovery Housing (ARH) program funds will be used for the purpose of supporting low- and moderate-income Alaskans in recovery from substance use disorders on a path to self-sufficiency by providing 6-12 months of temporary housing with the goal of exiting into permanent housing.

ARH funds will be used to make payments for lease, rent, utilities, fees, first and last months’ rent, rental application costs, and other associated costs, for the purpose of providing stable, temporary housing on behalf of an individual in recovery from a substance use disorder. An individual in recovery may be assisted for up to 12 months or until the individual locates permanent housing, whichever is earlier.
