Notice of SFY2026 Basic Homeless Assistance Program Grant Funding Opportunity
Alaska Housing Finance Corporation (AHFC) established the Basic Homeless Assistance Program (BHAP) in 1993 to further assist Alaskans who were homeless or at risk of homelessness. BHAP is one of the several homeless initiatives authorized by the legislature under the Homeless Assistance Program (HAP) capital budget line item.
Up to ten (10) awards will be made to proposals that address the service needs of the housing continuum under two specific components: new proposals for Traditional BHAP services and new proposals that advance a Next Generation of the Stabilization program.
Traditional BHAP Proposals
Traditional BHAP proposals will be accepted from sponsors that provide temporary housing or homeless assistance (with or without supportive services). Traditional BHAP proposals may also provide financial assistance and supports such as street outreach, homeless prevention, and/or rapid re-housing. These activities assist homeless individuals and families to sleep in safe and sanitary conditions and to address barriers to becoming re-housed in permanent situations. Next Generation Stabilization Program
The Next Generation Stabilization Program is a continuation of the now closed Alaska Housing Stabilization & Recovery Program. The Next Generation Stabilization Program has a similar goal of collaborating with small Alaskan communities off the road system to provide short-term rental assistance to Alaska’s homeless population. The goal is to get people off of the street, out of shelters or unsafe environments, and into stabilized housing. Next Generation Stabilization Program applicants will work with program participants to provide stability assistance, moving expenses, and 6-12 months of rental assistance. See NOFA for more details.

REQUIRED APPLICATION FORMAT
Each BHAP and Next Generation Stabilization Program application submitted to AHFC for consideration must, at a minimum, include the following attachments:
- Completed coversheet (BHAP or Next Generation Stabilization);
- Completed Budget Worksheet;
- Minimum policies and standards per NOFA;
- Program narrative;
- Letter of support from local government or homeless coalition;
- Organizational chart to include all board members with job titles present; and
- A board resolution
ELECTRONIC SUBMISSION REQUIREMENT
Intent to Apply Deadline
Interested applicants must submit an Intent to Apply form via email to BHAP@ahfc.us by 4:30 p.m. Alaska Time, on November 14, 2025. Applicants will not gain access to AHFC’s Mimecast file share system if an Intent to Apply form is not completed or is submitted after the deadline. Applications will be submitted through Mimecast. The Intent to Apply form can be found at the following location on the AHFC website: https://www.ahfc.us/pros/homelessness/current-funding-opportunities.
Application Deadline
Applications must be submitted through Mimecast no later than 4:30 p.m. Alaska Time, on December 15, 2025. Applications may NOT be submitted via telefax or hard copy. The official time for application submittal will be documented by receipt of the file share notification email by AHFC. Only applications that have been submitted by the deadline will be considered for funding.
