Changes to the current Qualified Allocation Plan (QAP)

The Alaska Housing Finance Corporation (AHFC) is soliciting comments for changes to the current Qualified Allocation Plan (QAP) for the Greater Opportunities for Affordable Living (GOAL) Program. Any changes will become effective during the SFY 2027 GOAL Cycle. The QAP currently covers the allocation of four funding sources, the Low Income Housing Tax Credit, the HOME Investment Partnership Act, the National Housing Trust Fund, and the Senior Citizens Housing Development Fund.

Comments are due by 5:00 p.m. May 15, 2026.

AHFC is interested in comments on all aspects of the QAP. Potential changes under consideration by AHFC:

  1. Updates to the National Housing Trust Fund per unit subsidy limits.
  2. Change to the review committee review process.
  3. Other changes to ranking criteria used in the SFY 2026 round based on public comments and staff recommendations.

Annual Action Plan to the Consolidated Housing and Community Development Plan

The public is invited to comment on the State of Alaska’s State Funding Year (SFY) 2027 Annual Action Plan. This plan is an annual update to the Consolidated Housing and Community Development Plan, a five-year strategy, adopted in 2025. The Annual Action Plan directs priorities during SFY 2027 (July 1, 2026 – June 30, 2027). This is a prerequisite to receive federal funding for the Community Development Block Grant (CDBG) Program, the Emergency Solutions Grant (ESG) Program, the HOME Investment Partnerships Program (HOME), and the National Housing Trust Fund (NHTF).

The SFY2027 Annual Action Plan draft will be available at: https://www.ahfc.us/pros/references/plans/ on Friday, April 17, 2026.

The 30 day Public Comment Period will begin Friday, April 17, 2026. Comments must be submitted via e-mail to rmattingly@ahfc.us by 5:00 p.m. on Monday, May 18, 2026.

A public hearing was held May 5, 2026.

Revenue Bond, 2026 (Baxter Family Housing Phase II)

The Alaska Housing Finance Corporation (“Corporation”) will conduct a public hearing at its headquarters located at 4300 Boniface Parkway, Third Floor Finance Department Conference Room, Anchorage, Alaska 99504, on May 26, 2026, at 10:00 a.m., regarding the following proposed bond issues, pursuant to AS 18.56, as amended, the interest on which is excluded from federal income taxation:

A. Revenue Bond, 2026 (Baxter Family Housing Phase II)

Purpose/Project: To finance the development of an affordable housing project consisting of approximately 20 units in Anchorage, Alaska (the “Baxter Family Housing Phase II”) and to pay (or to reimburse Baxter Borealis II Limited Partnership for the payment of) certain related expenses.

Maximum Amount of Bond: Bonds to be issued in one or more series pursuant to a plan of finance in an amount not to exceed $3,600,000.

Borrower/Initial Owner: The borrower and initial owner of the Baxter Family Housing Phase II will be Baxter Borealis II Limited Partnership, an Alaska Limited Partnership (or its affiliates).

Project Locations: Baxter Family Housing Phase II, 4230 Baxter Road, Anchorage AK, 99504, Unit 2 of Baxter Family Development filed under Plat 2025-51, Anchorage Recording District, Third Judicial District, State of Alaska.
